In another development, Cosmas revealed that one of the major factors that led to the under performance of the project for the FY 2020/2021 was under absorption that was registered on capital development whose performance stood at 87% against releases spent. The under absorption on capital development was attributed to delayed and prolonged procurement process in securing a contractor for the Construction of Kijunjubwa Community Seed School by Ministry of Education
