Masindi District swears in new council as Tibigambwa elected Speaker

Masindi District has officially ushered in a new council for the 2026-2031 term following a swearing in ceremony held at the district headquarters.

The ceremony was presided over by His Worship Justine Olal Masindi's Chief Magistrate,who also supervised the election of the District Council Speaker in a closely contested race between Miirya Sub-County Male Councilor Bright Tibigambwa and Pakanyi Sub-County Male Councilor Simon Byaruhanga.

Out of the 40 votes cast, Tibigambwa secured 24 votes against Byaruhanga's 16 to emerge the new District Speaker.

Godfrey Wobugabe was elected Deputy Speaker unopposed.

Following the council inauguration, District Chairperson Patrick Wobusobozi unveiled his executive team, endorsing Cleophas Bigiirwa as District Vice Chairperson.

He also appointed Neldar Asaba as Secretary for Finance, Bright Mugume as Secretary for Production,and William Mwambu as Secretary for Social Services.

The district leadership further constituted sectoral committees,with Noreen Tinka appointed Chairperson of the Production Committee, Nicholas Babwetera heading the Social Services Committee,and Dennis Tumwine leading the Finance Committee.

In his acceptance speech,Speaker Bright Tibigambwa thanked councilors for entrusting him with the leadership role and pleaded to prioritize the welfare of council members.

He revealed plans to advocate for the establishment of a leaders' SACCO aimed at enabling councilors to access affordable loans at low interest rates.

"We need to improve the welfare of leaders through initiatives such as a SACCO that can support councilors financially,"Tibigambwa said.

In his maiden speech, District Chairperson Patrick Wobusobozi pledged to work closely with the Speaker's office to promote unity, harmony,and effective governance within the district.

"I am committed to working hand in hand with the Speaker and council to ensure unity and proper service delivery for our people,"Wobusobozi said.

Outgoing District Chairperson Cosmas Byaruhanga commended the previous council for its Cooperation and commitment during his tenure, noting that significant progress had been achieved in budget execution and implementation of district programmes.

Meanwhile, Masindi NRM District Chairperson Kabakumba Labwoni Masiko called on the new council to focus on fast tracking implementation of the NRM manifesto and maintaining peace and unity as a foundation for development.

She urged leaders to work together in addressing the needs of the people and advancing socio-economic transformation in the district.
